Sustainable Public Procurement: The launch of the European Network of Public Authorities for the BESA (Buy European and Sustainable Act)

19 March 2025

A new alliance for a more sustainable Europe takes shape at the 2025 Compraverde Buygreen Forum. The Network of Public Administrations for the BESA – Buy European and Sustainable Act, is officially launched: a network uniting Italian local authorities committed to the ecological transition through public purchasing.

The starting point? Italy’s experience on the application of the Minimum Environmental Criteria (CAM), mandatory in many public procurement sectors. A virtuous model that has already demonstrated how PA choices can foster sustainable development, innovation and improved quality of life in local communities. At a decisive moment for the future of procurement in Europe – marked by the ongoing reform of the Procurement Directive – the launch of the network represents a strategic milestone: a platform to share good practices, promote common standards, and bring a strong, united voice to the European debate.

During the conference, the founding manifesto of the Network will be presented – a document outlining the principles, objectives and ambitions of this new front  for sustainable public action.

The programme will also include a panel of experts from cities and regions at the forefront of green procurement, who will comment on the proposal and offer concrete ideas for making BESA a true lever for change. An opportunity for professionals in procurement, sustainability and public policy to listen, discuss and contribute to building of a more cohesive and forward-looking Europe, starting with the daily choices of public administrations.
