Metropolitan City of Rome: Territorial Strategies for Green Public Procurement
With the approval of the Green Public Procurement Action Plan 2026–2029, the Metropolitan City of Rome Capital enters a new implementation phase of GPP policies at territorial level.
Adopted by decree of the Metropolitan Mayor, the Plan sets out a structured framework of actions to support the entire local system — municipalities, municipal unions, publicly owned companies, protected areas, businesses and professionals — in a process of continuous improvement, in line with Article 57 of the new Public Procurement Code (Legislative Decree 36/2023).
This marks the continuation of a pathway launched in 2009 with the first GPP Action Plan of the Province of Rome, updated in 2013, and now renewed in light of recent national regulatory developments and European strategies, including the Green Deal and sustainable finance frameworks, which reaffirm the central role of public procurement in achieving environmental objectives.
The 2026–2029 Plan includes a set of coordinated actions — targeting both the administration and the wider territory — covering technical support, training, environmental impact monitoring, innovation and pilot initiatives, under the coordination of the Metropolitan authority.
The workshop represents the operational starting point of this process. It is designed for staff of the Metropolitan City of Rome as well as for other metropolitan authorities and large municipalities interested in developing their own GPP action plans. The session will open a discussion on the first implementation steps, while also supporting the establishment and training of the internal working group responsible for the Plan.
A concrete opportunity to translate GPP policies into operational and replicable tools at territorial level.
