Circular Procurement: Turning End-of-Life Tyres into a Public Resource
The transition to a circular economy depends on the ability to turn waste into value. End-of-life tyres (ELTs) are a clear example: high-performance materials—rubber, steel and fibres—that can be effectively reused, yet are still underutilised in public works.
The conference, organised within the European project RE-Plan City Life, focuses on the role of public authorities in enabling circular solutions through procurement. Building on practical applications, the session showcases proven uses of recycled ELT materials across sectors—from transport infrastructure to construction, urban furniture and sports facilities. Particular attention is given to the tools developed by the project to support the integration of recycled materials into public tenders, reinforcing GPP as a driver of circular economy.
The session will also present the ELT Circular Economy Plan, which public administrations will be invited to endorse, turning waste into a safe, high-performance and durable resource.
