9th Green Public Procurement Observatory Report: GPP in Italy – Trends, Progress and the Impact of the NRRP

The presentation of the 9th Green Public Procurement Observatory Report, promoted by Legambiente and Fondazione Ecosistemi, is one of the key moments of analysis on the state of GPP implementation in Italy.

Based on the monitoring of municipalities, local health authorities, regional purchasing bodies and protected area management authorities, the report provides a comprehensive and up-to-date assessment of how Minimum Environmental Criteria (CAM) are applied across public procurement procedures for goods, services and works.

More than a snapshot, the report highlights progress, gaps and emerging best practices across the country. It offers a clear picture of where GPP is effectively implemented and where barriers, delays and operational challenges still persist.

Building on this evidence, the Observatory frames public procurement as a strategic lever for the ecological transition and a critical tool to improve the environmental quality of public policies. In a context where Article 57 of the Public Procurement Code reinforces the mandatory nature of CAM, independent monitoring remains essential to support implementation and ensure effectiveness.
